Change outputs after a consolidation
Why a freshly consolidated cold wallet still grows new UTXOs and when that growth justifies another review.
Consolidation reduces clutter; it does not freeze the wallet. New receives and change from later spends recreate fragments. That is normal. The question is whether the new set is noisy enough to justify another sweep.
A periodic maintenance review looks at growth since the last plan. If you mostly receive rare large amounts, you may wait a year. If you close Lightning channels onto the same cold wallet, fragments return faster and a shorter cadence makes sense.
Keep the previous PDF. Comparing old and new lists is faster than starting from a blank page, and it reminds you which large coin you intentionally left alone.
